Yes that's how it should be. So if you have your front wing at 50 degrees and rear at 40 degress, then the top speed will be judged on the rear 40 degrees. Though if you don't have the stability aid on, the car will be greatly unbalanced lol I guess a 3 -5 degree difference, between front and rear wing settings, at most is best.

Me using no aids...only clutch.
Used 24 Front and 26 Rear in Barcelona. Top speed 305. Boost 2. Manage to get 1:19:XXX.
While some aliens clocked 1:16:XXX.
The car was well balance though.

Well any increase in downforce will create a loss in speed as more downforce = more drag. However the rear wing does add more drag per setting (or should do) so it will affect top speed more, but increasing front wing will also affect top speed
